Kenya Set for Biggest Coffee Sector Overhaul in Decades as Mediation Talks Advance

The Senate Mediation Committee on the Coffee Bill, 2023 met on Monday, 17 November 2025, to continue reviewing and harmonising amendments to key clauses of the proposed law as Kenya inches closer to a comprehensive overhaul of its coffee sector governance.

Chaired by Bungoma Senator David Wakoli, the committee is working to resolve outstanding differences between the National Assembly and the Senate, ensuring the Bill moves forward with a unified regulatory framework.

The Coffee Bill, 2023 proposes the establishment of two cornerstone institutions:
• the Coffee Board of Kenya, responsible for regulation, oversight and sector promotion
• the Coffee Research Institute, mandated to drive research, innovation and productivity in Kenya’s coffee-growing regions

The legislation also clarifies the distinct roles of the National and County Governments in coffee production, marketing, licensing and industry development. Its objective is to modernise the value chain, protect farmers, reduce governance overlaps, strengthen cooperatives, and boost Kenya’s competitiveness in the global market.

Once the Mediation Committee harmonises the contentious clauses, the Bill will return to both Houses for approval, setting the stage for long-awaited reforms aimed at stabilising farmer incomes and revitalising Kenya’s position as a leading producer of premium coffee.
