The Kenya Revenue Authority has announced two major executive appointments that signal a renewed focus on digital transformation, data-driven policy analysis and organisational reforms. The appointments, approved by the KRA Board, position the institution to accelerate technology modernisation, enhance analytical capabilities and support the government’s ongoing tax system overhaul.
The changes come as Kenya continues to strengthen its revenue mobilisation strategy, supported by modern infrastructure, integrated data systems and a shift toward evidence-driven policymaking. KRA has increasingly emphasised digitalisation, real-time data use, and risk-based compliance frameworks as core pillars of its long-term transformation agenda.
The first of the two appointments is Mr. Brian Omooria Nyakeri, who will serve as Commissioner for Business Strategy, Technology and Enterprise Modernization effective 12 January 2026. He brings more than two decades of private sector experience in enterprise architecture, cloud technologies, digital transformation and large-scale systems modernisation. His appointment underscores KRA’s push to accelerate internal reforms, upgrade digital infrastructure and create more efficient taxpayer services.
The second appointment is Mr. Alex Kimani Mwangi, who becomes Commissioner of the newly created Tax Research and Analysis Unit. The unit is expected to deepen Kenya’s research capacity and support the National Treasury with empirical insights, macro-fiscal modelling and evidence-based tax policy. It marks one of the most significant structural additions to KRA in recent years and is central to the country’s shift toward data-driven revenue policy.
Technology Leadership to Drive KRA’s Digital Shift
Mr. Nyakeri joins KRA from Agile Cloud Limited where he served as Lead Consultant and Chief Technology Officer. He has also held senior roles at IBM East Africa, Dell Technologies, Safaricom and FHI 360. Across these organisations, he led major initiatives involving technology integration, enterprise systems optimisation, cybersecurity, data management and innovation.
His appointment places him at the centre of KRA’s digital modernisation efforts. In recent years, KRA has rolled out key digital platforms such as iTax upgrades, enhanced mobile solutions, data exchange frameworks and compliance automation tools. The institution has also been working toward modern enterprise systems that can scale with growing economic activity and allow more efficient monitoring, reporting and decision-making.
A statement from the Board noted that Mr. Nyakeri’s technical experience and leadership background make him well positioned to guide the next phase of the authority’s technology reforms. The Business Strategy, Technology and Enterprise Modernization Department is expected to lead digital transformation initiatives, strengthen infrastructure, improve service delivery and support integration across government systems.
Mr. Nyakeri holds an Executive MBA from the South African Development Centre in collaboration with the IBM Institute for Business Value and a Bachelor of Science in Computer Science Systems Engineering from Africa Nazarene University. He also has multiple global certifications in cloud architecture, data strategy, network administration and enterprise systems.
New Analytical Unit to Strengthen Policy Decisions
The establishment of the Tax Research and Analysis Unit marks a new direction for KRA. The unit will serve as the central hub for research, modelling, forecasting and policy analysis for the country’s tax system. It is expected to play a critical role in supporting ongoing reforms, including revenue enhancement strategies, tax base expansion and long-term macro-fiscal planning.
Mr. Alex Kimani Mwangi, the first Commissioner to head the unit, joined KRA in 2002 as a Graduate Trainee and has since held multiple leadership roles. He has been serving as Acting Commissioner for Business Strategy, Technology and Enterprise Modernisation since March 2025. Prior to that, he was Acting Commissioner for Strategy, Innovation and Risk Management and Deputy Commissioner for Research, Knowledge Management and Corporate Planning.
With both academic and professional expertise in statistics, including Master’s and Bachelor’s degrees from the University of Nairobi, Mr. Mwangi brings strong analytical capabilities to the role. He has participated in global training on tax policy and administration at the National Tax College in Japan and holds a Certified Ethics and Integrity Practitioner qualification. He is a member of the Royal Statistical Society and the Economics Society of Kenya.
His new role will involve guiding Kenya’s tax research agenda, building advanced forecasting models, coordinating with international institutions, and strengthening KRA’s internal analytical capacity. Regionally and globally, he has represented KRA in engagements with the African Tax Administration Forum, the International Monetary Fund, the OECD and the East African Revenue Authorities Technical Committee. His contributions include working on the African Tax Outlook and supporting the development of Kenya’s Medium-Term Revenue Strategy.
Strengthening Reform Momentum
These appointments reflect the authority’s commitment to advancing administrative and policy reforms while aligning with the government’s wider economic and fiscal agenda. KRA has been under pressure to expand tax revenues in a sustainable and transparent manner while modernising systems to improve compliance and service delivery.
The Business Strategy, Technology and Enterprise Modernization Department and the Tax Research and Analysis Unit are expected to play pivotal roles in shaping the institution’s next phase of transformation. Technology modernisation will support real-time data visibility, improved enforcement mechanisms and enhanced taxpayer experience. Meanwhile, the research unit will deepen evidence-based policymaking and help Kenya navigate complex fiscal challenges.
The Board noted that the leadership of the two new commissioners will help the organisation drive innovation, improve decision-making and strengthen collaboration with stakeholders across government, industry and international partners.
