The Univision DT Savings and Credit Cooperative Society Limited, formerly known as the Kitui Teachers DT Sacco, has officially transitioned from holding Annual General Meetings (AGMs) to the Annual Delegates Meeting (ADM) system, aligning with a government directive aimed at improving cooperative governance and representation.
The milestone was announced during a Special General Meeting held at Ithookwe Primary School in Kitui Central District, which brought together thousands of members. The event was graced by Kitui County Trade, Industry, MSMEs, Cooperatives and Innovations Minister Rose Mawia Mutuku, who commended the sacco for embracing reforms.
Speaking during the event, Reverend Augustus Munuve, Chairman of Univision Sacco, applauded members for their overwhelming support of the shift to the ADM system:
“We are grateful to you, our members, for accepting to shift from the AGM to the ADM system. We have successfully met the six-month deadline set by the Cooperatives Development Ministry,” Munuve said.
The move comes after the Commissioner for Cooperatives Development issued a June 18, 2025 circular, requiring all cooperatives in Kenya with more than 5,000 members to adopt a delegate-based representation system to enhance efficiency in governance.
Univision Sacco, which was established 49 years ago, currently boasts over 60,000 members, making it one of the largest and fastest-growing saccos in Kitui County and the surrounding region
Under the new structure, supreme authority will now rest with elected delegates rather than the entire membership body. Key highlights include:
- Members from each electoral unit will elect one delegate to represent them.
- To qualify as a delegate, a member must have fully paid-up shareholding of KSh 10,000 and be actively contributing to Back Office Services Activity (BOSA) deposits.
- The Board will establish electoral zones and units based on geography, membership size, and deposit levels.
- The sacco will have a maximum of 200 delegates or a number approved by the board and the delegate meeting.
- Annual Delegates Meetings will be held within four months after the end of the financial year.
For 2025, the proposed electoral units include:
- Kitui County: Kitui Central/Katulani (18 units), Kitui West/Matinyani (17), Nzambani/Kisasi (15), Mutomo/Ikutha (15), Mutitu (15), Mwingi Central/Migwani (15), Lower Yatta (15), Mwingi East/Ngomeni (15), Kyuso, Tseikuru/Muumoni (15)
- Makueni County: 8 units
- Machakos County: 6 units
Chief Guest Rose Mawia Mutuku praised Univision Sacco for complying with government directives and maintaining exemplary performance in the cooperative movement:
“We congratulate you for successfully transitioning from the AGM to the ADM system. With over 60,000 members, Univision Sacco stands out as one of the most vibrant and well-managed saccos in the region,” she said.
She also assured members of continued support from Governor Julius Makau Malombe’s administration and reiterated the ministry’s role in oversight and guidance for cooperative growth.
Other speakers included Kitui County Cooperatives Chief Officer Paul Ngei Monyi, County Cooperatives Director Sammy Kasanga Musomba, and CEO Florence M. Mutua, who all applauded Univision’s strong leadership and rapid expansion.
With this transition, Univision Sacco joins other large cooperatives across Kenya in modernizing governance structures to improve efficiency, representation, and member services. The shift to the ADM system is expected to:
- Streamline decision-making
- Improve accountability
- Enhance member representation
- Strengthen long-term growth strategies
Univision Sacco’s leadership expressed confidence that the new structure will better serve its growing membership and position the sacco as a regional leader in financial empowerment.
