The Usahihi Nairobi–Mombasa Expressway, Africa’s largest road Public–Private Partnership (PPP) project, has officially onboarded Turner & Townsend, a global leader in program and project management, as a strategic delivery partner.
Valued at $3.6 billion (approx. KSh 550 billion), the 459-kilometre expressway is one of Kenya’s most transformative infrastructure projects to date. It is set to cut travel time between Nairobi and Mombasa from over 10 hours to just 4–5 hours, easing congestion on the existing A8 highway and revolutionising passenger and cargo movement along the country’s busiest transport corridor.
A New Era for Sustainable Transport in Africa
Beyond improving mobility, the expressway is designed to be a model for sustainable infrastructure in Africa. It will integrate intelligent transport systems, electric vehicle (EV) charging stations, wildlife corridors, and climate-resilient engineering features to ensure long-term environmental and operational sustainability.
The Usahihi Expressway will also act as a catalyst for economic growth by improving logistics efficiency, reducing vehicle operating costs, and unlocking new investment opportunities across Kenya’s coastal and central regions.
Turner & Townsend’s Role
Turner & Townsend will provide programme leadership, governance, cost management, risk oversight, and project assurance — all crucial to delivering the project within budget, on schedule, and to the highest international standards.
With a proven global track record, the firm’s appointment enhances the consortium’s capacity to navigate the project’s scale and complexity. Turner & Townsend’s involvement will also ensure greater transparency and accountability throughout the project’s lifecycle.
“The Nairobi–Mombasa Expressway is a game-changing project that will cut journey times in half and greatly improve regional connectivity,” said John Rogers, Regional Director – East Africa, Turner & Townsend.
“The Usahihi Expressway isn’t just a road — it’s a catalyst for economic growth, regional integration, and climate-smart development. Our partnership with Everstrong Capital allows us to deploy world-class governance and program management expertise to ensure the project’s success.”
Strengthened Consortium for Delivery Excellence
Turner & Townsend joins the Usahihi Consortium, which includes Everstrong Capital, TRAC, Lotz to Develop, Ashitiva Advocates, Rebel, Andersen, CPF Group, and Kurrent.
Together, the consortium represents a blend of technical, financial, legal, and policy expertise positioned to deliver one of Africa’s most complex PPPs.
Ambassador Kyle McCarter, Partner at Everstrong Capital and Chairman of the Usahihi Expressway, welcomed the new partner, saying:
“Turner & Townsend’s track record across Africa speaks for itself. Their expertise in large-scale, complex projects ensures that the Usahihi Expressway will not only be delivered successfully but will also set a new benchmark for infrastructure delivery on the continent.”
Regional Track Record and Capability
Turner & Townsend’s entry builds on its extensive experience managing large-scale infrastructure projects across East Africa, including roles in Kabalega International Airport (Uganda) and components of the Tilenga Project. These projects have involved high-value budgets, multi-stakeholder coordination, and delivery in complex environments — skills directly applicable to Kenya’s expressway development.
Their regional insight and local partnerships will help the Usahihi Expressway maintain strict performance standards, enhance collaboration, and ensure value-for-money outcomes.
Preparing for the Next Phase
As the Kenya National Highways Authority (KeNHA) reviews the project’s Feasibility Study, the consortium is preparing for the next phase of development, which includes financial structuring, final design validation, and commencement of early works.
The project is expected to attract significant investor interest and serve as a flagship model for PPP implementation not only in Kenya but across the continent.
