Who Is Aloisio Lekulo? Parliament Recognises the Man Behind Two Decades of Security and Protocol

The National Assembly has formally recognised the retiring Chief Serjeant-at-Arms, Aloisio Nterepu Lekulo, OGW, who concludes nearly twenty years of service in the Parliamentary Service Commission. He officially retires on November 24, 2025.

Mr Lekulo joined Parliament in 2006 as a Senior Serjeant-at-Arms and rose to the position of Director, overseeing the institution’s security operations, ceremonial functions, and protocol management. His tenure is credited with significant modernisation of the Serjeant-at-Arms service and the strengthening of institutional security.

Speaker Moses Wetangula commended his role in professionalising the department, noting that enhanced VIP security training and expanded events-management capabilities have improved order within the precincts of Parliament. He added that these efforts have elevated estate management and reinforced smooth proceedings in the National Assembly.

Under Mr Lekulo’s leadership, the Serjeant-at-Arms department strengthened its global benchmarking through registrations with the Commonwealth Serjeant-at-Arms Association and the National Legislative Society of Serjeant-at-Arms Association in the United States. He also served on the National Assembly Board of Management, contributing to administrative policy development.

Before joining Parliament, Mr Lekulo worked in the Provincial Administration as a District Officer between 1996 and 2006, serving in Isiolo, Trans Nzoia, and Laikipia. He played a key role in security operations in Transmara in 1997 and supported the establishment of community-run lodges in Laikipia that have grown into conservation enterprises. Earlier in his career, he taught at Garbatulla High School for four years under the Teachers Service Commission.

Speaker Wetangula thanked him for his service, stating that the National Assembly, the Parliamentary Service Commission, and the Office of the Speaker appreciate his contribution to strengthening institutional capacity.
