Former Security and Intelligence Officer Takes Key Enforcement Role at KRA

The Kenya Revenue Authority (KRA) has appointed Mohamed Abdul M’maka as the new Commissioner for the Investigations and Enforcement Department, effective March 11, 2026.

The appointment was approved by the KRA Board following a competitive recruitment process aimed at strengthening the authority’s ability to tackle tax evasion, financial crimes and illicit trade.

More Than Two Decades in Intelligence and Security

M’maka brings over 21 years of experience in intelligence, security and investigations across both the public and private sectors.

Prior to the new appointment, he served as Chief Manager for Intelligence Collection at the Kenya Revenue Authority, a role he assumed in August 2025.

He has also held other senior positions within the authority including:

  • Chief Manager for Intelligence Coordination and Operations
  • Chief Manager for Intelligence Exchange

These roles involved overseeing intelligence gathering, coordination and information sharing to support enforcement operations.

Previous Roles Across Key Institutions

Before joining KRA, M’maka held several senior security and intelligence positions across major institutions.

His previous roles include:

  • Chief Security Officer at Kenya Power and Lighting Company
  • Manager for Security Protection and Integrity at Kenya Airways
  • Senior Intelligence Officer and Investigator at the Ethics and Anti-Corruption Commission

He also served in the Kenya Defence Forces as a Field Intelligence Manager and Troop Commander.

Academic and Professional Background

M’maka holds a Master of Arts in National Security and Strategy from the National Defence University-Kenya and a Master of Arts in Security Management from Egerton University.

He also earned a Bachelor of Science in Mathematics and Physics from Kenyatta University.

Professionally, he is a Certified Security Manager and a member of:

  • International Security Management Institute
  • Association of Corporate and Industrial Security Management Professionals

Leading KRA’s Enforcement Efforts

In his new role, M’maka will oversee KRA’s operations aimed at detecting, investigating and preventing tax fraud, smuggling and other forms of revenue leakage.

The position plays a key role in strengthening enforcement mechanisms to safeguard government revenue and improve tax compliance.

The Kenya Revenue Authority said it expects M’maka’s experience in intelligence and security operations to support the authority’s mission of protecting Kenya’s revenue base while promoting tax compliance.
